What is a community improvement district?
A community improvement district (CID) is a public-private partnership organization that operates in a designated area where commercial property owners agree to pay an additional property tax to fund improvements that benefit the district such as:
- Public safety
- Mobility and transportation projects
- Accessibility and connectivity enhancements
- Beautification and public-realm improvements
- Economic development
CIDs are created through local government action and operate with the consent of participating property owners. They are governed by a board of directors with ties to the district and day-to-day operations are led by an executive director.
How does CID funding work?
CID funding comes from a self-imposed ad valorem tax on commercial properties that have opted into the district. Revenue generated by the additional millage is directed to the CID, and the board of directors sets organizational priorities for how those funds are used. One of the most powerful aspects of this funding model is leverage: the CID uses its self-generated revenue as local matching funds to compete for and secure additional state, federal and regional grant dollars, multiplying the impact of every dollar collected from property owners.

Who do I contact to report a problem with a road such as a pothole or a malfunctioning traffic signal?
